Islamic States: Nigeria Makes List of Jihadist Proposed Native Lands

In our quest to continuously support the Nigerian military in the ongoing counter-insurgency and counter-terrorist operation with actionable intelligence, to further subdue the activities of Jihadist crusaders in Nigeria, we are pleased to reveal some jihadist proposals for Islamic State’s (IS) Khorasan and Africa provinces as a migration alternatives to the group’s native lands of Iraq and Syria.

Boko Haram (BH) and ISIS-West Africa (ISIS-WA) maintained safe havens in parts of northeastern Nigeria and on islands in Lake Chad, preventing the reestablishment of state administration, service delivery, and humanitarian relief in broader territory surrounding Lake Chad. While BH’s terrorist safe havens have been reduced owing in large part to the Multinational Joint Task Force (MNJTF) and clashes with ISIS-WA, ISIS-WA has continued to extend its reach, battling both government forces and those of BH. Forces from Nigeria and other members of the MNJTF (Benin, Cameroon, Chad, and Niger) continued to combat both terrorist groups, but still lack the ability to clear safe havens or to secure borders and hold and effectively administer territory regained from the militants. ISIS‑WA continues to conduct — through suicide bombers, vehicle-borne IEDs, raids, ambushes, kidnappings, and other means — asymmetric attacks against civilians, military, and government personnel. It funds itself primarily by “taxing” local populations, kidnapping for ransom, and looting material.

This information was retrieved on 21 Sept 23, a user on a pro-IS platform posted an English message insisting that the “door of migration” is wide open in various parts of the world. He suggested this as a result of his perceived instability in the Sahel region due to numerous military coups in Africa and high-end corruption among leaders.

He listed the IS’ Khorasan province – encompassing Afghanistan and Pakistan’s tribal region – as well as parts of Africa – including its Somalia, Mozambique, Central Africa (ISCAP), West Africa (ISWAP), and Sahel provinces – as alternatives to the group’s native lands of Iraq and Syria and encouraged supporters to find ways to migrate themselves if they are unable to access official support. The English message reads:

The door of migration is wide open in all areas of the Khilafah in various parts of the world until the Day of Judgment approaches, if you cannot reach Iraq and Sham, you can go to Khurasan or Africa (Punland and Bosaso, Somalia, Mozambiq, Congo, Central Africa, Nigeria, West Africa or Mali Sahel).
